RELATING TO MINIMUM WAGE.

Authorizes the counties to establish a minimum wage that is a higher wage than the state minimum wage under Chapter 387, Hawaii Revised Statutes.

RELATING TO MINIMUM WAGE.

Increases minimum wage rates annually beginning January 1, 2020.  Provides a lower rate for employees who receive employer-sponsored health benefits under the Hawaii Prepaid Health Care Act.  Provides for inflation-adjusted annual increases beginning in 2026.

RELATING TO FAIR EMPLOYMENT PRACTICES.

Prohibits noncompete agreements for low wage workers whose earnings do not exceed the greater of the hourly rate equal to the minimum wage required by applicable federal or state law or $15 per hour.
